Application of the Health Research Regulations to market, opinion and social research in Ireland


- Recently adopted Health Research Regulations (HRR18) are of wide scope and are likely to include the conduct of market research projects involving processing of health data.

- HRR18 uses the national flexibility to interpret and build on GDPR requirements for data processing for scientific research in health. Research that falls within the definition must be based on explicit consent (unless a consent declaration is obtained from the Health Research Consent Declaration Committee). It must also incorporate suitable safeguards and measures including approval by a research ethics committee and compliance with data minimisation and security measures
